Commission approves ADP payroll services amendment as payroll manager retires

The Finance Committee approved an amendment to the city’s ADP master services agreement to add full payroll processing to the HRIS implementation plan, a change driven in part by the upcoming retirement of the city payroll manager.

Staff said the city assessed implementation timing for a new HR information system and delayed go‑live to July 1, 2025, in part because of last year’s hurricane and staffing turnover. The payroll manager is retiring July 1; staff proposed ADP take over end‑to‑end payroll processing rather than running payroll fully in‑house during the HRIS transition and while recruiting for payroll expertise.

Interim Finance and HR staff presented cost figures to the committee: the additional ADP service carries roughly $270,000 in annual fees; savings from not filling the payroll manager position would offset approximately $103,000, producing a net estimated annual cost of about $167,000. Committee members asked how employee requests and inquiries would be handled; staff said ADP would provide payroll answers to employees, with city payroll staff available to assist as escalation during the transition.

Committee members voted to approve the ADP amendment; the administrator said the additional cost would be funded from contingency. The committee recorded the vote as unanimous.
