Clean Water Services nominates three residents for county seat on budget committee

Katherine Harrington, chair of the Washington County Board of Commissioners, heard a presentation on Jan. 28, 2025, on three nominees that the Clean Water Advisory Commission (CWAC) selected to serve on Clean Water Services’ Budget Committee.
Kathy Leader, chief financial officer and budget officer for Clean Water Services, said the Budget Committee is composed of five Clean Water Services board members plus five community appointees from CWAC. Leader and Elizabeth Edwards, chief of staff for Clean Water Services, presented the three names recommended by CWAC: Ramesh Krishnamurthy, Alan Jesse and Terrence Song. Leader said one existing CWAC seat involved has a term expiring in September 2025 and two seats expire in September 2027.
Leader told the commissioners that CWAC made outreach to find a nominee who lives in District 1 but that only one CWAC member resides in District 1 and that person was unable to participate this year. The presenters identified Mr. Krishnamurthy as living in District 2 and Mr. Jesse and Mr. Song as residing in District 3. Clean Water Services staff said they provided nominees with the committee presentation and timeline at their prior meeting.
Commissioners asked procedural questions and staff said the county will receive the item again on Feb. 18, 2025, when the board may act on the nominations. No vote to appoint was recorded in the work session minutes; the board took the presentation for information and moved on to other agenda items.
The county packet noted one agenda item pulled for this meeting and flagged two forthcoming executive sessions, but the CWS nominations were handled as an informational presentation and will return to the board for formal consideration on Feb. 18.
Washington County officials said they will circulate the Clean Water Services materials and follow up with any outstanding conflicts of interest or district-representation questions before bringing the names back for action.
Ending: Clean Water Services is holding training sessions and board learning events in early February; county commissioners will consider the CWAC nominees at the Feb. 18 meeting and have received materials in advance for review.
