Subcommittee advances environmental-justice task force bill (HB 2030) to Rules after substitute and amendment, 6–4

Delegate Anthony presented HB 2030 to create an interagency environmental-justice (EJ) task force that would work alongside the Virginia Council on Environmental Justice.

Anthony said the bill is intended to make environmental justice operational across agencies rather than a “footnote.” He and proponents described the task force as an interagency, implementation-focused body that would coordinate agency practices, require agency reporting and prepare annual reports, while the EJ Council would retain its advisory role.

A line amendment was adopted to add a representative appointed by the Virginia Council on Environmental Justice to the task force’s membership. Delegate Anthony and witnesses said the task force model mirrors a coordinating structure established by the 2020 budget amendment that created a similar interagency working group.

Supporters included Steve Fishback of Virginia Interfaith Power & Light and representatives of several conservation and community organizations who said the task force would improve agency accountability and provide actionable data and regional advisory input. Delegate Doug Bloxom raised questions about likely staffing and fiscal implications; several members noted the fiscal impact (FIS) on the introduced bill may not reflect the substitute text and that Appropriations should review costs if the bill advances.

After discussion, Delegate Willett moved that the committee report HB 2030 with the substitute as amended and refer it to the Rules Committee; the motion was seconded and the roll call recorded the bill moving forward by a vote of 6–4.

The bill’s substitute emphasizes interagency collaboration, cumulative impact assessments, regional advisory panels and stronger agency reporting to support the EJ Council’s advisory work.
