Runyon said the principal aim is to require a preceding digital sign that displays a driver’s speed and flashes when the camera is active during school‑zone times. "They ran through their 4 month test period and we had 10000 speeders a day... After 4 months... they had 92% compliance," Runyon said of the Town of Bridgewater’s test installation. He emphasized the bill’s safety rationale: a visible, digital preceding sign gives drivers a last chance to slow down before a camera captures the vehicle.
Committee members raised concerns about overlap with other bills and funding provisions; the sponsor agreed to work with counsel to harmonize language. The committee temporarily passed HB 2716 to return it to the correct posture and later reported the bill to the full committee by a recorded vote of 6 to 1.
