Finance director opens solicitation for 2025 rural public facilities development funds; recommends conservative award cap

Cathy Funk Baxter, the county finance director, asked permission to open the 2025 solicitation for rural public facilities development funds. Baxter said the program is a portion of state sales tax returned to qualifying rural counties for public infrastructure and economic development projects.
Baxter said the county expended about $5.8 million from the fund last year and received roughly $3.2 million in receipts; she estimated 2025 receipts at about $3.0 million and said the county’s beginning fund balance is roughly $1.6 million, giving about $4.7 million available for 2025 disbursements. She recommended that the board not award more than $3.2 million in 2025 to preserve an operating balance in case receipts fall short.
Baxter said most applicants are public entities (cities, ports, special districts) and that larger projects have been handled in prior years by splitting awards across multiple years when necessary. She asked the board for permission to post the public notice and accept applications; commissioners agreed and Baxter said she would return in April with the applications for board review.
