Economic Lifelines urges restoring commercial vehicle fee transfers to Special City County Highway Fund, cites $10–12 million shortfall

Travis Love, representing Economic Lifelines, told the committee that the special city county highway fund is separate from the State Highway Fund and is intended to finance local road construction and maintenance.
"One third of all state motor fuels tax goes to the special city county highway fund," Love said, and he added that revenue from commercial vehicle registration fees — which varies by vehicle weight and age — is statutorily supposed to be transferred to that fund but has not reached it in recent years due to a proviso in the base appropriations bill. Love told the committee that the diversion has created an estimated $10 million to $12 million shortfall for the local fund.
Love asked the committee to restore the scheduled transfer that he said is listed in the base appropriations language (he referenced page 321 of House Bill 2007). He said restoring the transfer would put funds that were collected for local road use back into the Special City County Highway Fund and avoid shifting the shortfall onto property taxpayers.
Committee staff noted written testimony from Economic Lifelines and a related submission from the Motor Carriers Association was available for members to review; no committee action on the request was recorded in the hearing segment included in the transcript.
