Savannah Clement briefed the board on a revised capital and tenant‑improvement policy developed by a capital improvement team over the past year. Clement said the county has maintained a five‑year facilities capital plan through the budget process but that department‑level requests were previously submitted on inconsistent forms at inconsistent times.
Clement said the revised policy is intended to streamline requests, clarify submission timing and ranking, and allow departments to request funds for improvements that relieve operational hindrances. She said the program is not intended to fund routine cosmetic items alone and that larger capital projects remain eligible through the established capital planning process.
Clement said the county currently budgets about $250,000 per year for these departmental capital requests (the 310 fund), and that average requests last year ranged roughly $20,000–$25,000 so the board was able to fund submitted projects within the allocated budget. Sean Roehrig, Public Works, explained that the 310 fund is replenished by real‑estate excise tax (REET) and general fund transfers; in past years the fund balance available for awards has varied between about $0 and $150,000 depending on transfers and receipts.
Clement said no decision was needed at the workshop; she will return next week with the draft policy for further review and discussion.
