House Bill 2046 would allow insurers to file some travel insurance policies under the accident and health line rather than the inland marine line, when the policy covers sickness, accident, disability or death occurring during travel (alone or alongside emergency-evacuation/repatriation coverage).
Eileen, the reviser, said the bill permits travel insurance to be filed under accident and health if the policy provides coverage for sickness, accident, disability or death during travel and with related coverages such as emergency evacuation or repatriation of remains.
Alex Young, legislative director for the American Council of Life Insurers, testified in favor and said the bill would align K.S.A. 40‑2239 with the NAIC model act and streamline filings for insurers. Young noted that the NAIC model has been adopted in many states (he said 36) and that the change would provide operational clarity for insurers and more options for consumers.
No opponents or neutral witnesses appeared on the transcript. The committee closed the hearing on HB 2046; the transcript does not record a committee vote.
Why it matters: The bill adjusts filing lines to reflect product characteristics and to conform to a widely used NAIC model, which supporters say reduces regulatory friction and enhances product clarity.
What's next: The committee closed the hearing; no committee vote is recorded in the transcript.
