Council votes to set term limits, seek reports from Space Coast Transportation CAC after long-running appointments

At the Jan. 28 Titusville City Council meeting, members directed staff to draft options for setting term limits and reporting requirements for the city’s two appointments to the Space Coast Transportation Planning Organization’s (TPO) Citizens Advisory Committee (CAC).
Staff told council that one city appointee, Pete Pedic, was appointed in 2009 and had served for about 16 years; another city appointee, Laura Witten, was recently appointed in January 2024. Council members said they were unaware of CAC activities and expressed concern that long-running appointments without regular review may leave the city out of the loop on regional transportation decisions that affect local infrastructure and funding.
Council requested an ordinance or resolution that would set a review/term schedule (members discussed two- and four-year terms and staggering expirations so continuity is preserved). Council also voted to direct the current CAC representatives to present a report to the council, and asked staff to prepare options for staggered expiration dates so that newly defined terms would not force immediate turnover of incumbent appointees.
City attorney advised that the council could adopt a resolution to set local expectations and that if a term-limit policy is adopted, staff should decide whether it applies immediately or staggers incumbent expirations. Council further directed staff to prepare draft language and to invite the CAC/TAC representatives to speak to the council about recent activity.
Council members said they value regional engagement but want a clearer cadence of reporting and review. The motion passed unanimously; staff will return to a future meeting with draft language and invitations for the CAC representatives to brief the council.
