Titusville council reappoints and names new members to Planning & Zoning after contested votes

The Planning & Zoning Commission is the city’s local planning agency and reviews development applications, rezonings and land-use changes. Council members repeatedly said they want a mix of institutional knowledge and new voices as the city faces increased applications for housing and redevelopment.
Multiple applicants addressed council in person before votes, describing local ties and relevant experience. Stewart Buchanan, a planning professional who worked in other Florida cities, highlighted his background in municipal planning; Janae Jelen and John Scully emphasized local residence and community perspective. Several public commenters urged continuity on P&Z and recommended specific appointees.
Council action: Danny Ayton was reappointed (motion carried); John Scully was appointed by a 4–1 vote after a nomination; Janae Jelen was appointed as a regular member; Michael Fendler was reappointed as an alternate. Some nominations discussed at length failed to gain majority support and were withdrawn. Council directed staff and the city attorney on process for nominations and to confirm applicants’ availability if late applications are filed.
The council asked staff to continue outreach so future applicant pools include more women and younger residents and urged the city clerk to process late applications consistently. The mayor and several council members also suggested that nomination procedures be clearly announced and that nominees be present when council considers appointments.
The appointments take effect as provided by the city’s appointment rules for each board; term expiration dates vary by seat. Council members said they expect the newly constituted P&Z to begin meeting on current agenda items, including several land-use requests scheduled for upcoming meetings.
