Kyle Anderson of the Kansas Legislative Research Department summarized KBI’s fiscal year 2025 requests at roughly $4.6 million (including $3.4 million SGF). He said the Great Bend laboratory HVAC replacement was originally initiated in FY 2024 and shifted into FY 2025; the project request includes $1.2 million for a more energy-efficient HVAC system and updated lighting, with funding from forensics lab fees and ARPA dollars. Anderson also described a recurring $300,000 rehabilitation and repair line for security, HVAC and general facility systems.
For fiscal year 2026, Anderson said the agency requested $96.4 million, all from the State General Fund, the largest single item being a $93 million request for a new KBI headquarters facility. Anderson said the LBC removed this headquarters request during internal review. The committee later voted to recommend HB 2007 funding for KBI for 2026 with added language directing KBI to continue working with the Legislature on lease‑to‑own options for a new headquarters facility.
