Board approves $2.48 million ARPA early-work amendment for North Santiam Canyon sewer project equipment

Marion County commissioners on Jan. 15 approved Early Work Amendment Number 3 to the construction manager/general contractor agreement with Sladen Constructors Inc., adding $2,479,768 in American Rescue Plan Act (ARPA) funding for long-lead equipment for the Mill City Gates wastewater treatment plant, part of the North Santiam Canyon Sewer Project.
Chris Imo of Marion County Public Works explained the amendment covers procurement of electrical gear, a diesel generator sized to run the plant, odor-control equipment, ultraviolet disinfection and pumps. Imo said some items have fabrication lead times up to a year and that early procurement helps avoid construction delays and ensures compliance with the project's aggressive schedule and ARPA expenditure timelines.
The amendment raises the Sladen contract value to $4,579,812. Imo said all funds for the amendment are ARPA federal funds and that there are no anticipated local-fund impacts. He described an evaluation process that used an engineer-provided specification list and a scoring matrix considering purchase price, whole-project net cost impacts, long-term operating cost and reliability.
The chair recused from this item because of a stated conflict — the chair's son works for Sladen Constructors — and did not participate in discussion or vote. A commissioner moved approval of the amendment and a seconded motion carried unanimously among participating members. Commissioners commended the project team; one noted the plant will be "state of the art" and important for protecting the North Santiam River.
Imo said the amendment may be the final early-work amendment before the project moves to a guaranteed maximum price (GMP) amendment once enough information exists to fully contract the construction phase.
