Rachel Adams, the city’s human services coordinator, described flex funding as a flexible intervention used to resolve immediate barriers that otherwise block an individual from maintaining employment or housing. Adams provided an example in the agenda bill of a municipal court participant who needed car‑impound assistance to keep working. Adams said the city’s Human Services Advisory Board recommended allocating $15,000 of the FY25‑26 human services award funding for this purpose and outlined spending controls in the proposed contract.
Adams told the council that prohibited purchases under current contract rules include alcohol, marijuana, vaping equipment, tobacco, firearms and ammunition. She said flex fund purchases must be reimbursed with receipts and any monthly individual allocations above $500 require staff approval in writing.
Council Member Walker moved to approve the advisory board’s recommendation; Council Member Campbell seconded. Walker spoke in support, describing the program as an efficient intervention that can help people stabilize and maintain employment. The motion passed by voice vote; the record indicates the motion carried unanimously.
