Commission approves permanent paratransit loading zone at Imperial Village Apartments

The City of Imperial Planning and Traffic Commission voted unanimously Jan. 22 to establish a permanent paratransit loading zone along Eleventh Street outside Imperial Village Apartments to serve IVT Ride and IVT Access passengers. The commission approved staff’s recommendation after a presentation by city planning staff and comments from the Imperial County Transportation Commission.
City planning staff told commissioners the proposal would create a 45-foot loading zone that would leave two parking spaces (each about 9 by 20 feet) for residents and require signage that staff estimated would cost about $500. The staff presentation said the change was requested because buses cannot reliably enter the apartment complex parking area to pick up and drop off passengers.
Gustavo Gomez, senior transportation planner for the Imperial County Transportation Commission, said the two services—IVT Ride for seniors and IVT Access for people with disabilities—are both reservation-based and operate on demand. “IVT Ride, which is for senior citizens, and IVT Access, which is for a person with disability, are both on demand,” Gomez said, adding the transit operator (Transdev) reviewed the site and agreed the location is the closest entrance to the facility. Gomez said the typical vehicle in use is about 26 feet long and that a 40-foot space is commonly requested to ensure safe pickup and drop-off.
Commissioners asked whether the loading zone would be permanent and whether transit operators and medical transport services had been consulted. Gomez and staff said the location was vetted with the transit operator and the Imperial County Transportation Commission and that the loading zone is intended as a permanent installation; staff also said they had not received any community opposition. Staff said they would continue coordination with ICTC and monitor the site.
At the meeting, a commissioner moved to approve signage and the loading-zone striping described in staff materials; another commissioner seconded the motion. The roll-call vote recorded Chairperson Rivera, Vice Chairperson Winkler, Commissioner Boddy and Commissioner Gurriel voting yes; two commissioners were absent. The motion passed.
The commission’s action directs staff to implement the signage and loading-zone marking as described; staff will coordinate with ICTC and the transit operator on implementation and monitor the location after it is in use.
