Cedar City Council: votes at a glance from Jan. 29 meeting

The Cedar City Council on Jan. 29 approved a package of routine items and several policy measures, including a rezoning ordinance and a downtown streetscape plan, and adopted personnel changes for police and fire compensation.

The council unanimously approved the consent agenda, which included approval of minutes dated Jan. 8 and Jan. 15, 2025; ratified bills dated Jan. 17 and Jan. 21, 2025; approval of a petition to annex 33.08 acres near 600 North and 37100 West; award of a bid to Skyline Creations Inc. for the Little League East Restrooms in the amount of $119,717; approval of an airport hangar lease with Robert Serdoles; and approval of a Bureau of Land Management standstill agreement at the airport.

Council members also approved appointment of Councilman Scott Phillips to serve as mayor pro tem in the mayor’s absence. The council agreed to hold a one-day council retreat on Friday, March 21, 2025, to prepare for upcoming budget meetings.

On formal ordinances and resolutions: the council approved an ordinance to change the general plan designation from medium-density to high-density residential and to rezone specified parcels from Industrial and Manufacturing (INM-1) and R-2 to Multiple Dwelling (R-3M) for property in the vicinity of 500 West/550 West and 1750 North. During discussion members debated whether a development agreement or a unit cap should accompany the rezoning. A motion to approve the ordinance passed.

The council adopted a resolution amending the Cedar City Downtown Parking Authority Advisory Board bylaws to adjust how members are selected geographically, and adopted a resolution approving the Cedar City Streetscape Improvement Plan for historic downtown Main Street. As part of the streetscape approval, the council asked staff to include a narrative in the plan stating the city’s preference that bike lanes not be included in the downtown section of Main Street; the council asked for input from the city’s Active Transportation Committee before finalizing that language.

Council members approved an ordinance establishing rules for placement and removal of statues and monuments and a resolution amending City personnel policies and police policy 416.7 to change field training officer pay and clarify that certain shift differentials apply to graveyard shifts; staff told the council the shift-differential changes would increase costs by roughly $33,000 for the differential and about $1,680 per officer for FTO pay changes, and that increases could be effective at the next pay period.
