County approves emergency abatement payment after frozen septic system found in Brainerd

The Crow Wing County Board of Commissioners voted Jan. 28 to approve use of county funds to pay for emergency abatement after public health staff identified a public health nuisance at a residence on the 1700 block of Dews Road in Brainerd.
A county public health representative told the board a complaint prompted a Jan. 7 site visit by Land Services that found frozen sewage on the ground. “Due to the imminent threat to public health with this case, we did reach out to Administrator Erickson to receive emergency approval for abatement,” the public health representative said. The septic system was pumped and inspected; the county’s contractor replaced the pump and the system was found to be compliant after service.
Staff asked the board to approve paying the abatement costs from county funds. The motion, moved by Commissioner Franzen and seconded by Commissioner Coring, passed on a roll‑call vote with all commissioners voting aye.
Staff described the action as an emergency abatement to address an immediate health hazard; the county followed its emergency authorization procedures by contacting the county administrator before proceeding with contract work. The board’s approval authorized use of county funds to reimburse the contractor for the abatement work.
