Crow Wing County awards $1.23 million contract for Milford Mine boardwalk and trail extension

The Crow Wing County Board of Commissioners voted Jan. 28 to award a $1,225,228.96 contract to Minnesota Boardwalks to construct about 2.2 miles of boardwalk and walking trail at Milford Mine Memorial Park.
County Land Services staff told commissioners the contract would bring the park’s total trail length to about 5.4 miles and that the county received four bids, with the low bid from Minnesota Boardwalks coming in at about $1.225 million compared with the county estimate of roughly $1.6 million.
“...we're asking that the board awards the contract to Minnesota Boardwalks in a total of $1,225,228.96,” Tom, a Land Services staff member, told the board. He said the contractor agreed to start the project by March 1, 2025, meet minimum check‑in standards and reach substantial completion milestones (approximately 75% complete) by specified dates next year. The contract includes penalties for missed milestones; Tom said the penalty is 10% of the total bid price.
Commissioners who visited the site described visible progress on the existing boardwalk and said completing the portion that extends into the lake was a priority for early-season public use. “I know the trail going around the lake … will be done in a longer period of time, but I really wanted that one done because we were kinda counting on that last year when we were gonna have the remembrance out there,” Commissioner Burrows said.
Land Services briefed the board on project funding: grants from the Minnesota Department of Natural Resources and proceeds from the sale of timber and tax‑forfeited land will cover part of the cost, with county funds making up the remainder. Tom said no levy dollars are being used.
The motion to award the contract, moved by Commissioner Lee and seconded by Commissioner Lubke, passed on a roll-call vote with all commissioners voting aye.
The board packet and staff presentation noted additional project performance standards already agreed to by the contractor; staff said the contractor has begun work on other park boardwalk segments and was made aware of the performance addendum before the award.
