Local coalition SPARK says Lincoln Social Services will assume administrative role for county-funded initiatives

Representatives of a community coalition known as SPARK told Clearfield County commissioners that Lincoln Social Services will serve as the administrative agent for county funds previously administered by Sinclair to support youth and community programs.
Joliet Foster, who identified herself as executive officer for Lincoln Social Services, said SPARK is a coalition of local nonprofit organizations from Clearfield and Jefferson counties that runs programs such as a youth summit and a teen-trends workshop for educators. The coalition provides community assessments and organizes training and outreach on topics including vaping and other youth trends.
Foster said Sinclair had been the administrative agent for the county funds but had opted to step away; Lincoln Social Services has offered to assume administration and to continue a mobilizer role for the Communities of Care project under SPARK guidance. The commissioners thanked the group and said the change will require legal review and formal execution, and that the item would be placed on a future agenda for formal action.
Commissioners asked whether documentation had been executed; officials said no and that legal review was needed before execution. The board expressed appreciation for the coalition's work and said it would ensure the administration change appears on the next agenda for formal consideration.
