Committee finds Middleborough Housing Authority window-replacement application ineligible for CPA funding

The Community Preservation Committee of the Town of Middleborough determined on Jan. 15 that a Step 1 application from the Middleborough Housing Authority for replacement of 42 windows at a Woodland Avenue special-needs housing property is not eligible for Community Preservation Act funding.
Committee members summarized guidance from the Department of Housing and Community Development and a MassHousing Partnership contact, who told the committee that the “preserve” standard is high: window projects that are not leaking, causing wood deterioration or rendering units uninhabitable generally do not qualify as preservation under CPA guidance. The committee said the DHCD memo informed their decision.
The committee voted to record the application as ineligible. Members said they support the goal of maintaining housing but noted that each funding source has specific eligibility parameters and that towns have other tools — such as fee waivers, land discounts or other local commitments — to support affordable housing projects. The applicant was invited to provide additional documentation if circumstances change.
