The Planning Commission on Jan. 28 approved releasing the cash escrow held for municipal improvements at 645 North 6th Street, property of the Hope Rescue Mission (operating as the Lighthouse women and children’s shelter), subject to staff receiving the required as-built plans or retaining $1,000 from the escrow until those plans are submitted.
Jerome and Public Works staff reported that inspections found municipal improvements complete, including stormwater measures (an infiltration trench), erosion and sediment controls, sidewalk and curb work, driveway improvements, lighting and landscaping. Staff said the applicant submitted a cash escrow rather than a maintenance bond and that the completed work has been in place for more than 12–18 months, so staff recommended release.
Commissioners voted unanimously to release the escrow on the conditions discussed: staff will issue a release letter and will either obtain the as-built plans from the applicant before releasing all funds or retain $1,000 until as-built plans are delivered.
