Committee backs temporary DORA for three Treasure Island concerts in summer 2025
Summary
The Recreation and Parks Committee recommended City Council authorize temporary activation of the city's Designated Outdoor Refreshment Area (DORA) for Treasure Island concerts on June 21, July 4 and Aug. 2, 2025, and to authorize the director of public service and safety to execute non-ticketed use agreements for June 21 and Aug. 2.
The Recreation and Parks Committee recommended that City Council authorize the temporary activation of the City of Troy's Designated Outdoor Refreshment Area (DORA) for Treasure Island concerts on June 21, July 4 and Aug. 2, 2025, and authorize the director of public service and safety to execute Treasure Island non-ticketed use agreements for June 21 and Aug. 2.
Staff member K. told the committee the Park Board recommended approval and noted that activating the DORA in June and August is consistent with recent years. Staff said the July 4 concert will be city-sponsored this year; the Troy Foundation and the Rotary Club are not sponsoring the event this year (the Rotary Club said it has other priorities and the Troy Foundation's contribution last year was tied to its centennial celebration). Staff said the city has budgeted for three concerts at Treasure Island, which is typical since the park's redevelopment.
On DORA use, staff said the city had activated the DORA for similar events the prior two years and that last year's July 4 activation "had absolutely no issues." Committee members asked clarifying questions about how the DORA boundary relates to Treasure Island; staff confirmed the area would be included and that the recommendation is not emergency legislation.
The committee voted to recommend Council authorize the DORA activations and the non-ticketed use agreements; the recommendation now goes to Council for final approval.
