City of Perry council members on Jan. 28 revisited several Community Development Block Grant (CDBG) items: they agreed to re-rank engineering firms for the CDBG application, approved a CDBG administration contract for a contractor brought forward by staff, granted an environmental-review exemption for the CDBG project, and authorized sending a transmittal letter and attachments to the Florida Department of Commerce.
Council discussion began when staff reported that personnel changes at the firm originally ranked No. 1 were not disclosed in the submission and that two firms remained under consideration. Staff recommended re-ranking based on the new information. Council members agreed to re-rank and asked staff to email full proposals and a ranking sheet so each council member could submit individual rankings by email; staff said the compiled rankings would be reviewed at the next meeting.
On the environmental item (agenda item 6(c)/9(c) per the packet), staff requested an environmental-review exemption to streamline the application process. The council moved, seconded and approved the exemption on a roll-call vote.
The council also approved a CDBG administration contract (agenda item 6(d)) by roll-call vote. Staff described the contract as the signature step to secure administration services for the CDBG application; the contractor name and contract details were presented in the staff packet and attached documents.
Finally, staff said they would forward the CDBG transmittal letter with attachments to the Florida Department of Commerce to document project readiness.
