The Laredo Animal Advisory Committee voted to retain Wednesday as its regular meeting day, with the option to reschedule meetings that fall on major holidays in November and December. The committee also postponed elections for chair, vice chair and secretary until more members are present and asked staff to circulate an updated bylaws draft for review before a vote.
Denise (staff member) told the committee the bylaws draft under discussion was the older version and that she would distribute an updated version that had been submitted to the judge for review. Committee members agreed to review the updated bylaws by email and to place bylaws approval and officer elections on the next meeting agenda so the public would have notice.
Committee members discussed virtual participation and quorum rules. A staff member clarified that while members may join virtually, attendance by phone does not establish quorum for voting; the committee must meet in person to count toward quorum and for members to vote. The committee left the option open for occasional virtual participation when in-person quorum is met.
A motion to put bylaws approval and officer elections on the next meeting agenda passed; members also approved retaining Wednesday meetings with an allowance for schedule shifts around November and December holidays. The committee directed staff to share the updated bylaws and job descriptions for chair, vice chair and secretary ahead of the next meeting.
