Fountain council approves FY2025 amendment to raise pay-plan minimums for specified positions

Miss Dale, a city finance representative, told the council the amendment responds to a market pay‑plan update completed by the human resources manager. She said the request is limited to positions identified as below the updated minimum ranges and is position‑specific rather than a citywide increase. "Most of which are in Public Safety Police Department and the Electric Fund," she said.
The budget amendment as presented explained totals by fund in Exhibit A and staff described the change as a one‑year increase. During discussion, staff said the amendment affects individual positions only; it does not represent a across‑the‑board increase for all employees. Council members asked for percentage‑change details; staff said they would supply average, high and low percentages after the meeting.
Resident Darrell Couch questioned whether the city used a consultant; staff clarified the analysis was done in‑house by the HR manager using market comparisons and that staff can provide more granular percentage data on request. Council member Hinton moved to approve Resolution No. 25‑4; the motion was seconded by Council member Estes. The motion passed on a recorded vote of six yes, zero no.
Exhibit A (referenced during the presentation) lists position and fund-level changes. Staff said they will apply the adjustments retroactive to Jan. 1, 2025, as shown in the budget amendment material.
