Board amends bylaws to set quarterly meeting calendar on third Thursdays

The Lacey Library Advisory Board voted to amend Article 4, Section 1 of its bylaws to adopt a regular meeting schedule on the third Thursday of January, April, June and October at 5:30 p.m., with the board setting exceptions as needed.

City staff had recommended moving to a quarterly calendar of third Thursdays so the board could confirm dates in advance and more easily schedule guest speakers. Allison (city staff) described three options: a fixed quarterly schedule recommended by staff, an amended-byline option to set third Thursdays on a yearly schedule, and retaining the current practice of selecting dates at each meeting. The board favored the staff recommendation with a July-to-June timing change described in discussion.

The motion to amend Article 4, Section 1 (Option A, with the June timing note) was moved and seconded; members voted and the chair declared the motion passed. The clerk read the 2025 dates into the record: April 17, June 19 (noting the date falls on a legal holiday and may require rescheduling), and October 16. The board maintained the bylaw requirement for at least four regular meetings per year but emphasized the calendar would be set in advance and meetings could be canceled when necessary.

A board member asked whether adopting the calendar would eliminate the requirement to meet at least four times annually; staff answered that the amendment preserves the four-meeting minimum. Members also flagged that multiple bylaw sections still refer to a "president" rather than a "chair," and agreed a comprehensive bylaw review will be scheduled to align terminology and update other provisions.
