Regulation Review Committee adopts LCO recommendation for Department of Housing fair-housing rule; committee rules approved

Representative Christie Carpino, chair of the Legislative Regulation Review Committee, opened the committee’s first meeting of the new term on Tuesday and led members through a brief agenda that included approval of committee rules and a vote on proposed regulation 2023-031a from the Department of Housing.
Carpino asked members to review the proposed rules and said, “You all should have had time to review them.” The committee approved the Legislative Regulation Review Committee rules for the 2025–26 term on a motion made by Senator Kissell and seconded by Senator Austin; the roll call recorded affirmative votes from members present.
The committee then considered proposed regulation 2023-031a, Department of Housing — Fair Housing Regulations. Carpino asked for a motion to accept the Legislative Commissioners’ Office (LCO) recommendation “of approval in whole with technical corrections.” Senator Kissell moved the motion and Representative Maura McGourty seconded. A roll-call vote recorded multiple affirmative votes and the motion was approved.
Senator Sue Jada Gattler Wilcox, who introduced herself as the new senator for District 22 representing Bridgeport, Trumbull and Monroe, made brief remarks welcoming collaboration on the committee’s work. Kat Thomas, the committee administrator, conducted roll calls for the votes.
Members spent the remainder of the meeting on committee housekeeping, including a brief discussion of committee assignments and scheduling. Carpino told new members the co-chairs serve as point people for regulations and liaison contacts and offered to follow up offline with routine questions. The meeting adjourned after members were reminded about the regular monthly schedule.
