Pasco County accepts jurisdictional responsibility for portions of State Road 54 and SR 581; FDOT will complete resurfacing work

The Pasco County Board of County Commissioners voted to accept jurisdictional responsibility for portions of State Road 54 and State Road 581 (Bruce B. Downs) under an agreement with the Florida Department of Transportation (FDOT).
County Engineer Nick Uren briefed the board that the transfer is for jurisdictional responsibility—not ownership—and covers State Road 581 (Bruce B. Downs) within specified limits and all of State Road 54 between Bruce B. Downs and U.S. 301. As part of the transfer agreement, FDOT agreed to complete three resurfacing projects: resurfacing of Bruce B. Downs, and resurfacing work on the western and eastern portions of State Road 54. Uren also noted FDOT recently completed a widening to four lanes on the middle section of State Road 54 earlier this calendar year, leaving the county with facilities in “very good condition,” according to the presentation.
Student Rachel Torres of Port Richey spoke in support of the transfer during public comment, saying local jurisdiction allows the county to make timelier decisions about traffic, safety and integration with housing and development. Torres identified herself as a public policy administration student at St. Petersburg College.
Commissioners discussed the agreement, asked about related projects (including the widening at Wesley Chapel Boulevard west of I‑75) and confirmed that some resurfacing work would be performed by FDOT after the transfer. A motion to accept jurisdictional responsibility passed with all commissioners recorded in favor.
Why it matters
Accepting jurisdictional responsibility gives Pasco County local authority to set maintenance and operational priorities for the transferred corridors without awaiting state approval; under the transfer terms FDOT will perform certain resurfacing projects prior to or following the transfer. The change also brings ongoing maintenance obligations to the county for the specified road segments.
