Temecula Valley USD board reports multiple closed‑session decisions, including expulsion recommendations and claims rulings

At its Jan. 28 meeting the Temecula Valley Unified School District Board of Education reported a series of actions the board took in closed session, including administrative hearing recommendations on student expulsions, approval and denial of several claims for damages, approval of settlement/compromise agreements and personnel discipline motions. Board member Emil Barham read the closed‑session outcomes into the public record.

The board read two administrative hearing recommendations in open session. The board announced it had approved the administrative hearing panel recommendation on student discipline case number 289093 (expulsion) and read the recommendation for student matter number 333382 (suspended expulsion) into the record during open session. The board also read out a separate closed‑session vote, taken earlier, to rescind board policy 5020 (parental notification) and administrative regulation 6115 (ceremonies and observances); that rescission vote was taken as a public vote and was recorded 3–2 (Schwartz, Barham and Anderson voting yes; Wiersman and Komaroski voting no).

Barham also reported the board’s closed‑session votes on several legal and claims matters. The board approved multiple compromise and release agreements and settled or denied multiple claims for damages; the motions recorded by Barham were carried by unanimous 5–0 votes as read out in open session. The board additionally ratified the denial of a claim received Dec. 13, 2024 and approved other claims dated Dec. 19, 2024; those votes were described by Barham as 5–0 when read in open session.

On personnel matters read out from closed session, the board approved a notice of immediate suspension without pay, a recommendation for dismissal and a statement of charges for a certificated employee (employee number 112899) and approved revised discipline and a compromise and release agreement in an unrelated personnel case; Barham reported those actions were approved 5–0.

Barham read the closed‑session summary aloud so the public record would reflect the actions taken during the board’s 4 p.m. closed session. The board’s reading included the motion language and the roll call results for the items the district is required by law to report in open session.

The board did not adopt any additional policy actions during the open portion of the meeting beyond reading the closed‑session report; several procedural and policy proposals were discussed during the meeting and will return for further committee work or future agenda items. The board also scheduled follow‑up work on special education staffing and on a proposed neutral‑classroom policy; both topics were discussed during open session but left for staff and subcommittee work.

The school district posted the formal agenda for the Jan. 28 meeting and read the required closed‑session outcomes into the minutes. The board’s next regular meeting is scheduled for Feb. 25, 2025.
