Duxbury accepted into MSBA eligibility period; town to form building committee and weigh feasibility timing

Duxbury Public Schools reported on Jan. 29 that the Massachusetts School Building Authority (MSBA) has invited the district into the MSBA eligibility period for a school building project. The district said the eligibility window will open June 2, 2025 and run up to Feb. 29, 2026, during which a series of deliverables are due and the district would prepare for a feasibility study if the MSBA and the community move forward.
District staff explained that the eligibility period requires an initial compliance certification within 30 days of the start date and a locally appointed building committee to be established within 60 days. Staff said they have already advertised for community members with construction and engineering experience and plan to hold preliminary interviews the week of Feb. 2'4 to recommend committee membership to the town moderator, per town appointment rules.
Committee members were briefed on typical building-committee composition expectations the MSBA lists: superintendent, at least one school committee member, town manager or equivalent, a local budget official or finance committee member, school principal, a facilities/maintenance representative, and community members with relevant construction or engineering experience. The district indicated that additional technical expertise (architecture, engineering, procurement/MCPPO-certified representative) is required on the committee.
Staff emphasized that the eligibility period is primarily a planning and information-gathering phase with no MSBA cost during eligibility. Any feasibility study request requires further community action and a town meeting vote; the district noted that timing for a feasibility vote would need to be coordinated with town meeting schedules and that MSBA has allowed extensions if communities demonstrate progress and need a different town-meeting timetable.
District staff said they would return with recommendations for building committee nominees and with further information on feasibility study costs and potential funding pathways only after completing eligibility-period tasks.
