Council adopts updated electric service installation manual

Lebanon City Council on Jan. 27 adopted Ordinance 2025-07, revising the city’s electric construction and installation manual. The council suspended the rules to allow immediate second reading and then approved the ordinance by voice vote.
City staff said the manual is an update to an older document and aims to clarify standards for private electric facilities that connect to the utility system. The ordinance affirms that the National Electric Safety Code governs the construction of electrical facilities where the manual is not in conflict.
Jeff Carino (electric operations manager) and staff told council the revised manual is more user friendly, reflects current practices in the utility’s day-to-day operations, and clarifies previously confusing sections. The Utility Service Board recommended the update unanimously.
Council voted to suspend the rules unanimously and then adopted the ordinance. Staff will post and maintain the adopted manual as publicly accessible guidance for developers and contractors connecting private electrical facilities to the municipal system.
