Planning commission approves Northfield Garden Homes redevelopment plan; developer plans $723,000 TIF request

The Scottsbluff Planning Commission voted to approve a redevelopment plan for the Northfield Retirement Communities Garden Homes project during a public hearing, and city staff said the developer will request $723,000 in tax-increment financing.
Kent Haydenfeld, deputy city attorney for the City of Scottsbluff, opened the public hearing and said the site is designated "blighted and substandard" and therefore eligible for redevelopment review. Haydenfeld said the project conforms to the city's 2016 comprehensive plan, is located in the Northeast District and is zoned R1A single-family (which allows two-family dwellings as a principal use), so no zoning change is required.
"The plan is also in the packet. It's a significant investment that Northfield plans to make in the area," Haydenfeld said, adding that "they will request TIF development funds for the project site, in the amount of $723,000." He also said the project would provide a transition between the commercial zone to the east and residential area to the west.
Bill Johnson, chief executive officer of Northfield Retirement Communities, said the project would add independent-living duplexes adjacent to the existing campus. "We wanna be good neighbors to the community and that's what we try every day to do," Johnson said, describing the development as a way to free up housing for younger families as older residents move into smaller units. He said two units (four living units) have been built and sold, and the plan calls for building additional duplexes in phases.
Commissioners moved and seconded approval of the plan; a roll call recorded five "yes" votes. The motion carried.
