District outlines pending Springfield Platte View boundary transfers for future reorganization

Papillion La Vista Community Schools staff told the board on Jan. 27 that two undeveloped subdivisions currently covered by an interdistrict transfer agreement with Springfield Platte View Community Schools are expected to move into the PLCS attendance area when developers advance platting and infrastructure work.

The district’s boundary agreement with Springfield Platte View, established in 2015, specifies that undeveloped land within an agreed area will transfer to the dividing district when a developer seeks to build. District staff presented two specific parcels under discussion: a Belterra phase of 51.238 acres (south of Schramm Road, adjacent to previously approved Belterra phases) and Shadow Creek phase 1, 46.431 acres (west of Shadow Lake, south toward Sharon Road). The administration said both parcels will follow the standard process: both districts approve the transfer, then the state Reorganization Committee must grant final approval.

Mr. Richards briefed the board that the district has completed similar transfers over the past nine years and will prepare formal reorganization documents for a future board vote. No transfer was finalized at the Jan. 27 meeting; staff said timing depends on developer activity and infrastructure (sewer) readiness.

Why it matters: Boundary transfers affect long-range enrollment projections, school siting and capital planning. The two parcels discussed lie in the district’s western growth area and will be folded into the district’s facility and attendance planning once developers submit formal requests.

Next steps: The administration intends to present a reorganization plan at a subsequent meeting for board consideration and, if both districts approve, to forward the plan to the state reorganization panel for final action.
