Council approves hangar license fees and draft agreements on first reading

Kershaw County Council approved on first reading staff-recommended hangar license fees and draft agreements for private and community hangars at Kershaw County Airport.
Planning staff recommended an amenity-based pricing model for private/corporate hangars: hangars with electricity only at $0.19 per square foot and hangars with full amenities (electricity, water, sewer and office space) at $0.24 per square foot. Community hangar rates for the current maintenance operator would remain at three percent of gross revenue, staff said; those rates align with the county’s 2024 hangar/ T‑hangar budget proviso.
Planning director Gerald Blanchard told council the recommended fees are comparable to regional airports and reflect the county’s goal of operating the airport as an enterprise fund. The packet included draft private‑hangar license agreements, a commercial charter license, and a 30‑year construction and license agreement for new hangar development.
Councilman Thomas moved approval; the motion passed on first reading with one dissenter, Councilman Jones, who asked about the number of aircraft registered in the county versus stored at the airport.

Council asked staff to continue work on hangar policies and to return with any clarifications for the second reading. Staff also noted the county will explore economic-development opportunities for developer-built hangars in future discussions.
