Garrett County approves $2 million sale of McHenry Business Park lot to cannabis processor

Steve Kelly, director of community development, said the businesses are intended to operate as a cannabis processor — receiving grown product, processing it and wholesaling to dispensaries rather than operating a retail dispenser.
"We've got somebody who would like to purchase that building," Kelly said, describing the buyer as a holding company and identifying the operating business as "Cannabarons" and the second business as "Sprinkle LLC." He said the operator expects a similar employment level to its Midwest facility and anticipates "between 50–60" jobs when fully up and running.
Kelly also told the commissioners the county previously entered into a similar resolution with another company, RS Bio, which delayed occupying the facility; the new buyer sought to acquire the property instead. The resolution as read by county staff identifies the purchaser as "Stash Properties LLC, a Maryland limited liability company," and the property as "Lot number 1 of the McHenry Business Park containing 7.48 Acres more or less," for the sum of $2,000,000 and no cents.
A motion to adopt Resolution No. 2024-15 was made and seconded during the meeting and carried by voice vote. The meeting transcript records ayes and the chair declaring the motion carried; the transcript does not list individual roll-call votes or the names of the members who moved or seconded the motion.
The commissioners did not provide additional regulatory or operational detail about the buyer's licensing, specific timeline for operations, tax arrangements, or required state approvals during the meeting. Kelly said the previously contemplated tenant had delayed occupancy while moving product through its approvals pipeline, which prompted the county to permit a sale to a different buyer.
The board's action is limited to authorizing the sale of the county property; any state licensing or permitting required for a cannabis processor would be handled by state regulators, the county did not say otherwise in the meeting.
The commissioners noted the transaction as the single action item on the agenda. The county previously discussed the McHenry Business Park property in earlier meetings but did not provide additional documentation at this session beyond the resolution language read into the record.
