Personnel committee approves staffing requests and adds personal day for fire managers

The Green Bay Personnel Committee unanimously approved a set of routine personnel actions and a separate request to increase personal-day allowances for fire department battalion chiefs and assistant chiefs.

Committee members voted to fill listed vacancies and to increase the number of personal days for the affected fire management positions from three to four. The motions passed without recorded opposition.

Committee members asked staff questions about the mechanics and precedent for matching nonrepresented management benefits to provisions bargained in union contracts. One member summarized the policy intent: adjustments for nonrepresented employees require personnel-committee approval under the city personnel policy. Staff replied that the request followed a change negotiated in a union contract and that fire management historically received comparable personal-day benefits.

Members also raised budgetary and long-term cost concerns, noting that added leave and other recent changes (including a newly adopted paid holiday) can increase future payout liabilities if accruals grow. A staff member said the estimated immediate cost of the fire-management personal-day increase is “less than $6,500.” Another staff comment clarified that personal days “cannot be carried over” and “have to be used in the calendar year,” reducing the long‑term accrual risk for the particular personal day under discussion.

The motions were made and seconded on the record and each passed unanimously.

The committee also received a report of routine personnel actions. The committee set its next meeting for Feb. 25, 2025, and adjourned.
