The York County School Board on Jan. 27, 2025 approved the division superintendent's fiscal year 2026 Capital Improvement Program and authorized submission of a resolution requesting the county Board of Supervisors to issue general obligation bonds for school purposes.
The board's vote to adopt the FY2026 capital plan (Resolution 25-04) passed 3-1 after a board member asked that a $48 million package of work at Tabb High School be removed from the resolution and deferred until supervisors reviewed the project. The companion resolution asking the Board of Supervisors to issue bonds for school projects (Resolution 25-05) passed unanimously, 4-0.
Board discussion focused on timing and scale of planned work at Tabb High School. One board member asked to remove the Tabb High portion of the CIP so supervisors could review it during their upcoming workshop; other members said staff and county officials had already reviewed options and a multi-year schedule had been recommended to reduce debt-service impacts. After debate the motion to approve the full CIP carried 3 to 1.
Superintendent's staff and the chief financial officer explained that school boards in the commonwealth cannot directly issue long-term debt; the county must issue general obligation bonds on the school division's behalf. The bond-resolution vote sends the required formal request to the Board of Supervisors for the county's review and final approval.
Actions taken at the meeting do not finalize county borrowing or schedule; the Board of Supervisors must review and authorize any bond issuance. Board members said they plan further discussions with county supervisors on large projects and timelines.
