Luzerne County officials told council they have selected Kittleson Associates to prepare a countywide Safe Streets for All comprehensive safety action plan, a federally funded planning process designed to identify transportation safety improvements and unlock future federal funding.
County staff explained the U.S. Department of Transportation awarded Luzerne County a $200,000 Safe Streets for All grant; the county is obligated to provide a local match (50% of eligible costs), which staff said will come from the county’s operational services budget. The selection followed an RFQ process in which staff interviewed four firms and recommended Kittleson on the basis of its written proposal and interview.
Why it matters: Completing a federally recognized safety action plan is often a prerequisite for future competitive funding from the Infrastructure Investment and Jobs Act (IIJA) programs, including large grants for multimodal safety projects. The county will use the consultant’s plan to identify intersections, corridors and other locations needing safety projects and to prioritize applications for federal funding.
What the contract covers: The consultant will inventory county road safety issues, conduct outreach, analyze crash and roadway data and propose prioritized safety improvements across Luzerne County. The county’s match covers 50% of the grant requirement; Lackawanna County ran a parallel grant process for its jurisdiction and has engaged a separate consultant for its countywide planning.
