Finance committee asks Children's Cove to return with detailed funding and operating plan for proposed capital project

The Barnstable County Finance Committee voted to recommend withholding approval of a large capital request for Children’s Cove and asked the organization to present fuller financial details to the full Assembly of Delegates.

Committee members repeatedly questioned whether the project’s capital ask — listed in the budget packet as roughly $7.3 million — is sufficiently backed by secured funding. Staff and delegates said the county declined to fund the project directly at this time and that proponents should pursue earmarks, grants and private donations.

Vera, the county administrator, told the committee the county declined a direct county funding request and noted the commission of the budget packet shows the Children’s Cove entry is intended to be grant-funded.…
