Finance committee asks Children's Cove to return with detailed funding and operating plan for proposed capital project

The Barnstable County Finance Committee voted to recommend withholding approval of a large capital request for Children’s Cove and asked the organization to present fuller financial details to the full Assembly of Delegates.

Committee members repeatedly questioned whether the project’s capital ask — listed in the budget packet as roughly $7.3 million — is sufficiently backed by secured funding. Staff and delegates said the county declined to fund the project directly at this time and that proponents should pursue earmarks, grants and private donations.

Vera, the county administrator, told the committee the county declined a direct county funding request and noted the commission of the budget packet shows the Children’s Cove entry is intended to be grant-funded. Vera said the organization has identified a potential earmark through Rep. Bill Keating’s office “for an amount between $800,000 and $1 million” and that Friends of Children’s Cove have begun fundraising but so far have pledges well short of the total cost. County staff said an earlier planning appropriation has been spent on design and program plans.

Delegates expressed concern about long-term operating costs tied to a larger facility. Delegate Frizzell said the county’s operating budget is already strained and warned the Assembly must be assured that ongoing staffing and maintenance costs will not default to the county. Delegate Wyman Colombo and others asked whether the District Attorney’s office or other partners could take on a share of operating costs; the committee suggested the DA and other potential supporters be asked to participate in planning conversations.

The committee voted 5–0 to recommend that the Assembly not approve the appropriation until Children’s Cove presents a detailed financing plan and assurances about who will cover any operating shortfalls. The clerk was asked to schedule a future appearance by Children’s Cove for the full Assembly.
