Council approves Library Advisory Committee charter changes to add two youth seats

The Pacifica City Council adopted a resolution on Jan. 27 amending the Library Advisory Committee (LAC) charter to add two youth positions and to clarify ex‑officio stakeholder representation.

The resolution rescinded the prior charter language and specified that the committee will expand voting membership to nine: seven adult at‑large members (four‑year terms) and two designated youth seats for residents under 18, each appointed for one year with October term expirations. Council also specified five ex‑officio, nonvoting stakeholder organizations the city will invite to appoint representatives: Pacifica Friends of the Library; Pacifica School District; Jefferson Union High School District; Pacifica Families Club (formerly Pacifica Mothers Club); and Seniors in Action.

City staff said the change was prompted by council direction and recruitment experience: designating youth seats addresses recurring confusion when youth and adults apply for the same at‑large slots and makes clear how to recruit and onboard youth members. Council unanimously adopted the charter amendment; staff will return with a recruitment schedule for the youth seats and outreach to the named stakeholder organizations.

Ending: The council asked staff to bring a recruitment timeline and outreach plan to fill the new youth seats and requested that staff consider whether other advisory bodies could benefit from targeted youth positions or short-term youth appointments.
