Language would preserve diplomas for students affected by consolidation into adult diploma program

Joint Fiscal Office staff said the prior consolidation left a small group of students in "limbo" because the program they had enrolled in no longer existed in statute. The proposed language would ensure those students, many of whom have completed their work and are only awaiting a diploma, can receive an appropriate credential once the change takes effect.
Staff noted most budget adjustment sections are effective on passage while some default to the following fiscal year; the committee discussed effective-date conventions for these changes.
Why it matters: the amendment addresses an unintended consequence of consolidating adult-education statutes and ensures students who have finished required coursework are not blocked from receiving diplomas.
