Appropriations language would repurpose judicial funds for ADA bathroom, network upgrades and allow X-ray purchase for State House

The House Appropriations Committee reviewed multiple judiciary-related appropriation adjustments on Jan. 29, including changes to prior-year appropriations and allowable uses.

Joint Fiscal Office staff said one amendment would allow $50,000 of a previously authorized $300,000 judiciary appropriation from fiscal 2024 to be used to construct ADA-compliant bathrooms at the Essex Meeting House so that the meeting house can host court sessions rather than requiring travel to Guildhall. "Judiciary is not going to use the full $300,000 appropriation for its original purpose. And with that 50,000 funds, they can make sure that the Essex meeting house is ADA compliant so they can hold meetings there rather than, having to travel to Guildhall," Grady Nixon said.

Separately, the committee reviewed an amendment to a FY2023 appropriation that reduces a $5,720,000 allocation for HVAC replacement and redirects $800,000 to upgrade network wiring and security systems in county courthouses. Nixon said the change is a net-neutral correction to earlier action results and that staff would clarify specific line-item totals with committee members.

Finally, members reviewed language changing the allowable uses of another prior appropriation so the sergeant at arms can use funds to purchase an X-ray machine for the State House. Staff described this as reallocating spending authority within an existing appropriation rather than adding new funds.
