Planning commission approves concept plan for 4-chair Infiniti Hair Salon in Clements Village Center

The St. Mary's County Planning Commission approved a concept site plan Jan. 13 for Infiniti Hair Studio, a proposed 1,390-square-foot, four-seat salon at 23945 Colton Point Road in the Clements Village Center.
The approval follows a staff report that described the site as zoned Village Center Mixed Use and noted that the salon is a permitted personal or business service under the comprehensive zoning ordinance. The commission’s action accepts the finding that the plan meets the comprehensive plan, adequate public facilities requirements and the county’s design objectives for concept approval.
Applicant testimony described the project as a change of use from residential to commercial, with the applicant saying the work restores an existing building and that no net increase of impervious surface is proposed. The applicant said the project includes four new standard parking spaces and one handicap stall, 6 canopy trees, 27 understory trees and 75 shrubs for landscaping, and that deliveries will be small and infrequent.
A staff representative told the commission the concept plan had been reviewed by the technical evaluation committee and that public notice and posting requirements had been met. No public testimony was offered at the hearing.
After discussion the commission moved and seconded approval of the concept site plan; members voted aye and the motion passed.
The salon will proceed to the major site-plan stage, where detailed engineering, building and permit reviews will be required before any construction or occupancy.
