The St. Mary's County Planning Commission voted to approve the concept site plan for Haskell's Marina Condos, a proposed six-unit condominium project at 17905 Clark Road in Piney Point.
Bob Bowles, Department of Land Use and Growth Management staff, told the commission the application—filed as concept site plan number 08-1320-0005—had no outstanding issues for concept approval and that "5 TDRs will be required prior to final approval for this project." He also said administrative findings for adequate public facilities had been made as a prerequisite to final site plan approval and that school capacity analysis remained ongoing.
The commission received the applicant presentation from a representative of Nuckabee Surveying Inc.; no public objections were raised during the hearing. Commissioner Miss McNeil moved "that the concept site plan be approved." Commissioner Siebert seconded the motion. Commissioners voted in favor and, with no opposition reported on the record, the commission approved the concept plan.
Staff's report, cited by Bowles, said the parcel is located in the Piney Point Town Center growth area, within the Residential Low Density (RL) intensity/developed area overlay district, and that the project "is consistent with the county annual growth policy," subject to required phasing and final engineering. The project site is bordered on three sides by St. George's Creek; staff said that configuration "minimized the impact on surrounding neighborhoods." Bowles noted that availability of facilities will be further defined through subsequent engineering studies and final site plan review, in accordance with Chapter 70 of the zoning ordinance.
Clarifying points recorded during the meeting include: the project will require five transfer-of-development rights (TDRs) before final approval; a pre-application meeting occurred on June 14, 2007; the concept plan was reviewed in the May 2008 technical evaluation committee cycle; and school capacity analysis remains unresolved, meaning no final approvals will be granted until Chapter 70 adequate public facilities requirements are met.
The commission's recorded action advances the proposal to the next review stage, where engineering, APF resolution, and final site-plan details will be examined before a final approval decision.
