Manassas City presents ESOL program update and pilot of Summit K12 tutoring for English learners

Manassas City Public Schools on Wednesday provided a data-centered briefing on services for English learners and described a fall pilot of Summit K12 supplemental tutoring aimed at improving students’ academic English proficiency.
Kurt Emil, director of federal programs and family engagement, told the School Board the district uses the WIDA ACCESS for ELLs assessment to track English language development and to guide instruction. “One of the most important roles that I play in the division is the oversight and management of our English for speakers of other languages program,” Emil said.
The presentation explained how ACCESS measures proficiency across four domains—listening, reading, speaking and writing—and how the district groups students into WIDA proficiency levels 1 (entering) through 4 (expanding). Emil outlined state-mandated minimum minutes of ESOL service per week by level: 300 minutes for level 1, 225 minutes for level 2, and 200 minutes for levels 3 and 4.
