During its Jan. 27, 2025 meeting, the Kyle City Charter Review Commission discussed how it will conduct a comprehensive review of the city charter, including sequencing chapters, using redline drafts, and meeting public-hearing requirements.
City attorney Amy Alcornid told commissioners she had prepared a list of items she wanted the commission to review and suggested those items be flagged as the commission proceeds through each chapter. Commissioners debated meeting pacing and methods: some recommended reviewing two chapters per meeting to stay on schedule, while others cautioned that certain chapters are more time-consuming and may require additional meetings.
Commissioners and staff agreed the commission has until July 15, 2025, to present recommended amendments to the Kyle City Council. The group discussed using a rolling redline that would incorporate approved changes into subsequent backups and posting the chapters in advance with presentation materials so commissioners could arrive prepared. The commission also noted that at least two public hearings are required by section 13.08 of the charter and that additional hearings typically occur at City Council when amendments move forward.
Members agreed to retain flexibility: the commission may vote on items as they arise or wait until the end of a section to take motions, and it can revisit previously voted sections if members request further discussion before finalizing recommendations to council.
