Coppell City Council reviewed outcomes from a recent winter retreat and directed staff to continue planning steps related to Old Town, the 2040 comprehensive plan review and the upcoming budget process during its Jan. 28 meeting.
Mayor Mays summarized the retreat discussions as “open and candid” and said staff has already begun work on a five‑year plan for Old Town. The council identified May 6 as a tentative follow-up date to revisit the 2040 plan and budget topics; staff explained May 6 will be used only if the council does not use a fifth‑Tuesday meeting in that period. Staff also said a financial analysis item would appear on an upcoming agenda to inform the comp‑plan update, and that the comp‑plan update will kick off after that analysis.
Council members emphasized clearer staff reporting and closing feedback loops. Several council members asked staff to document retreat outcomes and the work plan summary so future councils and new members can see which ideas were explored, which were advanced and which were not pursued. Staff said they will prepare clarifying materials — including maps and a summary of how items were interpreted — before taking major steps and will incorporate community engagement (including a town hall) into the 2040 review.
Other items discussed and scheduled: staff said an executive session related to economic development is planned for the Feb. 11 council meeting; staff retreat dates were announced (mid‑May) to align internal planning; and the city will fold the 2040 review into community outreach efforts this spring.
Council asked staff to note when previously suggested initiatives were explored but not advanced (for example, work that council previously chose not to fund) so that the public record shows why an idea is not currently active. Staff said items that council has chosen not to pursue will not appear automatically in the five‑year work plan unless council reprioritizes them.
