"This has nothing in it apart from the general fund balance," Mr. Hamilton said, explaining that the charts show the effect of adding or removing capital projects on the general fund.
The staff presentation grouped projects into four categories: in-progress projects with money already invested and scheduled work (including the South Main Street corridor and Route 6 Phase 2); projects funded by outside sources such as grants or a TIF (for example, the Cleveland East sidewalks and a ConAgra TIF-funded seawall); a "hard look" list of important but not-immediate projects (including a proposed quiet zone and Berlin Road sidewalks); and a "push" list of lower-priority, high-cost items (including a potential service center…
