Clay County commissioners approve routine business, hire, TIF letter, paving contract and split Innovate 28 payment

The Clay County Board of Commissioners on Jan. 28 approved a series of routine and project actions, including hiring authority for a juvenile counselor position, a letter of support for a tax-increment financing (TIF) change in Moorhead, and the low bid award for a county paving project.

The board voted to approve the meeting agenda, bills and vouchers, and minutes of Jan. 14 by voice vote. The board then approved a request to refill a juvenile counselor position in the secure unit, with an explicit authorization to provide a backfill for the counselor role. James, who presented the request on behalf of the juvenile center, told the board the position “is in our 2025 budget, and is necessary for quality and safety in the programming.” Commissioners moved and seconded the hire authorization; the board adopted the motion by voice vote.
