Clay County approves letter backing Moorhead redevelopment TIF extension from five to 10 years

Lisa Kitscher, representing the city of Moorhead on the redevelopment request, told commissioners the city is asking the legislature to extend the statutory TIF build‑out period from five to 10 years for an almost 18‑acre urban core redevelopment project.
"The request is to extend a TIF district which in statute is 5 years in length, the build out period," Kitscher said, explaining the extension would allow a complex, multi‑parcel redevelopment with new streets and utilities more time to reach taxable build‑out.
The nut graf: Commissioners approved sending a letter of support so the city has local endorsements when it seeks a hearing in Saint Paul. The board passed the motion by voice vote after Kitscher outlined that the district is much larger and more complex than typical TIF areas.
Kitscher said some buildings are under construction already and that the district is roughly "10 times the size of a normal tax increment district in Moorhead" because it will cover acquisition, demolition, streets and utilities across multiple parcels.
Board action: A motion to approve sending the letter of support was offered and seconded; the board approved the letter by voice vote. The agenda packet includes a draft letter; county staff will arrange signature and transmittal to the Legislature and local partners.
Ending: Commissioners and city staff said they will refresh the packet with updated bill numbers and milestones before hearings at the Capitol.
